
Funding a place at
The Thrive Hub
For young adults aged 16 to 24 with SEND, there are several ways to access funding to attend a day service like
The Thrive Hub Bromsgrove.
Fees: £13 per hour for a 7 hour day, options for half day sessions are also available.
Extra activities such as bowling and cinema etc will require payments to cover the young persons ticket and bus / train fares.
1. Education, Health and Care Plan (EHCP) Funding

The local authority (LA) is responsible for funding support and activities outlined in the EHCP.

Attendance at a private day service, such as The Thrive Hub, may be included as part of their agreed provision if it contributes to the young person’s education, wellbeing, or preparation for adulthood.

To request this, families can speak to their SEND caseworker or EHCP coordinator and explain how attending the Thrive Hub supports EHCP outcomes (e.g. building independence, communication, social and life skills).

The LA can then agree to commission the service directly or provide a personal budget to fund attendance.
2. Social Care Funding (Adult Services)
From the age of 18, some young adults may move from children’s services to adult social care support.

Funding may be available through a Care and Support Assessment under the Care Act 2014.

If eligible, the local authority can contribute towards day opportunities that meet assessed needs, such as attending The Thrive Hub.

This may include a personal budget or direct payment, which allows the young person (or their family/carer) to choose and pay for the services that best meet their needs, including private providers.
